Usually, yes. In the City of Sarasota, Manatee County and Holmes Beach, which publish lists, gas, electrical and plumbing work needs a building permit, and Florida's new exemption for work valued at less than $7,500 does not cover that work anywhere in the state. Do I need a permit for an outdoor kitchen?
Yes, if it has gas, electrical or plumbing work, and most outdoor kitchens have at least one of the three. The City of Sarasota requires a permit to "erect, install, enlarge, alter, repair, remove, convert or replace any required impact-resistant coverings, electrical, gas, mechanical or plumbing system" (permit guideline 105.1; the city wrote it before the 2026 exemption, which is covered below). Manatee County's current list puts "Natural Gas Line install", "Propane Tank install", "Any alteration of electrical", "Masonry fences/walls and columns" and "Concrete slab with footers" among the work that needs a permit, and says a "Non-structural concrete/paver patio" does not (Manatee County, what does not require a permit). Holmes Beach's list, dated June 4, 2025, says "The following activities require a state certified or locally licensed contractor AND a building permit" and includes "Any alteration of electrical, plumbing, mechanical, or gas", "Propane tanks (including hook-ups, excluding 20 lb. portable tanks)" and "Concrete slab with footers" (City of Holmes Beach, Do I need a permit). What usually triggers the permit is the gas line or tank, the electrical for lights, outlets and a fridge, the sink's plumbing, and any slab with footers. Ask your building office before you assume a project is exempt.
Does Florida's new $7,500 permit exemption cover my outdoor kitchen?
Not if it includes gas, electrical, plumbing, structural or mechanical work, and not if your property is in a flood hazard area. Since July 1, 2026, Florida law says "A local government that issues building permits shall exempt an owner of a single-family dwelling or the owner's contractor from the requirement to obtain a building permit to perform any work valued at less than $7,500 on the owner's property." The same section says the exemption does not apply to "Any electrical, plumbing, structural, mechanical, or gas work performed on property containing a single-family dwelling" or to "Work on a property that is partially or entirely located in a flood hazard area", that a project may not be split into pieces to get under the limit, and that the owner or contractor "must submit a written request for exemption" first (s. 553.79(1)(g), F.S.). Each office applies it in its own way. The City of Sarasota posts a residential permit exemption application on its Building and Permitting page. Manatee County says "Work performed under an approved permit exemption will not be inspected by County staff" and treats "Railings, guards, pool barrier/fences, windows and doors, siding and soffits, roofing, elevated decks" as structural (Manatee County, what does not require a permit). The City of Bradenton excludes "Zoning permits" and requires "Approval from the Building Official ... before exempt work begins" (City of Bradenton, House Bill 803 Permit Exemptions). Sarasota County's 311 site says "Specific types of work less than $7,500 on single-family homes may be exempt from permitting but there are specific requirements and steps to qualify for this exemption" (Sarasota County 311). A stone-faced island valued under $7,500, with no gas, power or water, on a lot outside any flood hazard area, is the kind of project that might qualify; ask the office before you count on it.
Which office issues the permit for my address?
It depends on whether your home is inside a city. The counties issue permits only for unincorporated land; each city and town has its own department, and on Anna Maria Island there are three. A Sarasota or Bradenton mailing address can be inside the city or out in the county, so if you are not sure, call the city's permitting line with your address and ask. The table lists every office in the area as of October 2026.

Venice is a city of its own, so its permits come from the city, not the county; we have not confirmed its department's portal and phone, so start at the city's website.
Do I need a permit for a gas fire pit or fireplace?
Yes, when it needs a gas line or a propane tank. The City of Sarasota lists gas work among the systems that need a permit (permit guideline 105.1). Manatee County's list of permit work includes "Natural Gas Line install" and "Propane Tank install" (Manatee County). Holmes Beach requires a permit for "Any alteration of electrical, plumbing, mechanical, or gas" and for "Propane tanks (including hook-ups, excluding 20 lb. portable tanks)" (City of Holmes Beach). The Town of Longboat Key goes further: its code says "A permit from the Town of Longboat Key for natural or propane gas installation shall be required for any permanently installed fire pit" (Town Code section 96.11, adopted February 2022, as reported by the Observer). Do I need a permit for a pool waterfall?
Yes, if the work changes the pool's structure, adds plumbing or electrical, or includes a gas heater. The City of Sarasota's pool checklist says "Any pool undergoing any structural changes will need to meet the requirements of a new pool" and "Any swimming pool, spa addition or remodel will be required to have a backflow installed prior to the pool Final" (City of Sarasota pool checklist). In Manatee County, "Swimming pools" and a "Natural Gas/Propane Gas Pool Heater Install" need a permit, while "Repair/replacement of residential pool equipment other than pool heater" does not (Manatee County). Holmes Beach lists "Swimming pools and spas" (City of Holmes Beach). If the job is treated as a new pool, Florida's residential pool safety law applies: a new pool must have one of the listed safety features to pass final inspection (s. 515.27, F.S.), and the law defines a pool as holding "water over 24 inches deep" (s. 515.25, F.S.). Who can pull the permit?
Each office sets who may apply, and the island cities spell it out. Holmes Beach says the work on its list requires "a state certified or locally licensed contractor AND a building permit", with an exception for owners working on their own residence, and that "Owners cannot pull permits in multi-family (3 or more units) or for rental or leased properties" (City of Holmes Beach). Propane is a state matter as well: Florida law says "It is unlawful for any person to engage in this state in the activities defined in s. 527.01(6)-(11) without first obtaining from the department a license" (s. 527.02, F.S.), and the state's Category V LP Gas Installer license covers "Installing, servicing, designing, modifying, altering or repairing apparatus, piping, tubing, appliances, equipment and LP gas storage tanks" (Florida Department of Agriculture and Consumer Services). Ask your own office about its owner-builder rules before you plan to apply yourself.
Do I need HOA approval first?
Usually, if your home is in a deed-restricted community, and in Lakewood Ranch the approval comes before the permit. The Summerfield and Riverwalk manual asks for "written approval received prior to commencement of ANY change" and says "Upon receipt of written approval, a homeowner may proceed with filing for building permits, if applicable"; its Modification Committee "meets on the second and fourth Tuesday of each month" (Summerfield/Riverwalk manual). The Country Club/Edgewater manual says a "Modification Request Form is required for all exterior construction" (Country Club/Edgewater Village Association manual, 2022), and the design standards for Esplanade at Lakewood Ranch say "Outdoor kitchens must be contained inside the lanai" (Esplanade). Outside Lakewood Ranch the pattern is the same: North River Ranch in Parrish says "written approval shall be required prior to any construction" (North River Ranch FAQs), and the Venetian Golf & River Club in Venice posts an "ACC Application" for homeowners (Venetian POA). The manuals we read may not be the current editions, so get yours from your association first.
What if my home is on an island or in a flood zone?
If your property is partly or entirely in a flood hazard area, the $7,500 exemption does not apply, and FEMA's flood rules shape what can be built. On Anna Maria Island, Holmes Beach says "the entire island is designated by FEMA as a Special Flood Hazard Area (SFHA)" (City of Holmes Beach). In FEMA's V zones, "Attaching seats, benches, tables, planters, or similar features will cause a deck or patio to lose its deemed-to-comply low-profile classification", and "aboveground tanks must not be located beneath elevated buildings or attached to elevated buildings below the BFE. This requirement also applies to permanently installed fuel tanks for outdoor kitchens" (FEMA Technical Bulletin 5); Bradenton Beach applies the coastal high-hazard rules in its Coastal A zones too (Bradenton Beach local flood amendments). The 50 percent rule, in Holmes Beach's words, "limits the dollar value of renovations that may be made to structures that are not elevated above the floodplain to half the value of the structure (exclusive of the land)"; since 2025, Florida law says a local government "may not adopt or enforce an ordinance for substantial improvements or repairs to a structure which includes a cumulative substantial improvement period" (ch. 2025-190, Laws of Florida). Ask your floodplain manager how an attached outdoor kitchen is counted. On the Gulf side there is a state permit as well: "Unless otherwise exempt, a permit is required from DEP for construction and excavation activities seaward of the CCCL" (Florida DEP), which on Holmes Beach means "roughly all property west of Gulf of Mexico Drive". Check your own parcel's zone on FEMA's Flood Map Service Center; Sarasota County and the City of Sarasota adopted new flood maps on March 27, 2024 (City of Sarasota flood map information), and Longboat Key has its own lookup tool.
Can I use a fire pit during a burn ban?
In Manatee County, yes, if it burns only gas and an adult stays with it. During a ban the county allows "Liquified petroleum gas devices such as grills, camp stoves, fire pits or other devices that solely burn liquefied petroleum gas, natural gas, butane, naphthalene or other liquid fuel, provided they are attended by a responsible adult at all times" (Manatee County burn ban page). Wood-burning fire pits are not on the county's list of what is allowed. Sarasota County issues its own bans; we have not confirmed its rule on gas fire pits, so check the county's current notice before you light anything during one.
